Property Inspection

Architect Centre’s standard inspection format is a systematic visual inspection of a property providing a condition analysis of the building including recommendations for remedies. The report is prepared according to Malaysian Uniform Building By-Laws UBBL; Standards and Tolerances to Construction Industry Standards CIS 7:2006 and other regulatory requirements of the relevant authorities. Duration of visual inspection covers 2 hours maximum on site.

1. Property Condition Assessment (Basic)

Basic visual walk-through inspection in accordance to the Architect Centre’s standard inspection format, covering the critical areas as follows:

1.    Structural integrity
2.    Defective roofing / ceiling
3.    Defective plumbing, dampness and leaks & electrical deficiencies
4.    Slopes, retaining walls and drainage
5.    Safety, Security, Regulatory checks i.e. unsafe & illegal renovation

Where major faults are found, recommendations are made for a specialist i.e. structural engineer to investigate further.

For stratified properties: condo, apartment, and other mixed development, inspection is limited to within units only and does not include the Common Property Areas.

Purpose:
To get a comprehensive defects report of the building with and major and minor defects identified. Repair and maintenance advice provided will allow you to plan and budget for renovations.

Useful for post-purchase, pre and post tenancy, pre-renovation and regular maintenance check

2. Property Inspection Report (Comprehensive) 

Comprehensive visual inspection in accordance to the Architect Centre’s standard inspection format. Where major faults are found, recommendations are made for a specialist i.e. structural engineer to investigate further.

For stratified properties: condo, apartment, and other mixed development, inspection is limited to within units only and does not include the Common Property Areas.

Areas of Inspection include: 
Exterior – Fences, Gates, Structures, Walls, Paving, Driveway, Porch, Roof, Drainage, Floors
Interior – Windows, Floors, Ceilings, Walls, Structures, Doors. Stairs, Railings, Cabinets, Locks, Access
Basic Mechanical & Electrical Fittings and Services – Electrical, Plumbing & Sanitary, Air-conditioning, Water heater systems.

Compliance verification inspection based on documents such as Sales & Purchase Agreement, As-built Floor Plan, Architectural Drawings and Specifications is a technical advisory. A separate Architects Advice service shall be booked.

Useful for Defects Liability claims, post-purchase, pre and post tenancy, pre-renovation and regular maintenance check

3. Defects Liability Inspection Report (additional charge applies)

A comprehensive visual inspection in accordance to the Architect Centre’s standard inspection format. 

Purpose:
A report prepared on behalf of the Client for the purpose of submitting to the developer to make good defects under defects liability claims. 

When should it be done?
Upon Vacant Possession and before the expiry of the Defects Liability Period
Anytime from the date of Vacant Possession to before the expiry of the Defects Liability Period, provided that extensive renovations have not been carried out

4. Sales & Purchase Agreement (SPA) Compliance Verification

An add-on service to check the completed property against the list of building specifications (where provided) contained in the SPA. A copy of the Building Description Schedule to be provided prior to inspection.

5. Architects / Engineers Advice

An advisory on a specific technical issue covering 2 hours maximum of advisory on site including report preparation. The service EXCLUDE cost estimates for maintenance, repairs and replacements. To derive cost estimates may require engagement of other specialist, which is an extension of service to be quoted separately.

6. For Joint Management Body (JMB) / Management Corporation (MC) of Stratified Properties:

Building Condition (Common Property) Audit Inspection & Report

Provides a formal independent report containing a photographic record of identified defects and advice on remedying the defects. The audit enables the Committee to establish a record of the existing condition of the building for purposes of proper maintenance management and

  • Facilitates the setting up of a Sinking Fund Maintenance and Management Plan to anticipate costs, expenses and accessibility issues
  • Helps resolve unreported and unresolved patent and latent defects found in Common Property Areas
  • Owners are more likely to pay their maintenance charges when provided a report and record of maintenance work
  • Minimises disputes amongst the Owners/Residents and property manager on refurbishment/renovation that are needed for upgrading of the building

Architect Advice
The Architect’s Advice is an excellent option for people who want to talk to an architect about any particular issue, i.e. technical issues (dampness, cracking), planning advice, reviewing plans, building regulations, general renovation advice, etc.

The architect would go out and visit the client on site and discuss the issue. They would then prepare a written report based on the meeting.

The service is based on two hours of the architect’s time, including the time it would take the architect to write up the report.
